# Pōwehi

The Embellished Dark Source of Unending Creation

**"Pōwehi" is a Hawaiian word meaning&#x20;*****Embellished Dark Source of Unending Creation*****.** It was originally given to the M87 black hole: the first black hole ever photographed, at the core of the giant elliptical galaxy in the Virgo constellation.

### Who is Pōwehi

In Virgo, a staker earns the title of Pōwehi when they are:

1. **Ranked within the top 87 stakers**, and
2. **Staking at least 500,000,000 M87**.

Access to the Pōwehi group is confirmed by **wallet verification** of both conditions.

### What Pōwehi do

**Pōwehi are the exclusive creators of proposals within VirgoDAO,** embodying the spirit of continuous creation. They can submit proposals on:

* governance changes
* investment strategies
* the number of investments in a cycle
* individual investments

Most proposal types also need other Pōwehi to co-sign as a multi-sig before they go to a vote.

**Pōwehi cannot vote on proposals.** Voting power is reserved for the Halo, which balances creative and collective governance.

Pōwehi also vote first in Innovator Hub rounds, before the Halo.

Inactive Pōwehi are moved to Dark Matter, and the highest-ranked Halo staker is promoted in their place.
